I built my own 30v/5A power supply many years ago with multiturn pots and meters for voltage and current, it still works and has more than earned it's cost. Back in the 70's there was no internet to buy cheap gear from.

I would strongly suggest reducing the supplied current right down. An LED will consume any current you give it (but only the forwarding voltage), and as there's no current limit you can burn these out quite quickly doing that. Current, rather than voltage kills diodes. 30v through a single LED is fine if you limit the current down to say 10mA.

I used a 30v laptop PSU and an old school variable regulator with a pot on it. 4 component regulator, diode, resistor, pot, capacitor
