You should try an office scanner with a precision rule/protractor/etc. It's a flatter image and eliminates a lot of error margin that arises with a phone camera. Size can be an issue I suppose but could be solved with some simple compositing techniques.

if your not over the size of a sheet of paper for you part. A quick print from a printer or laser cutter, can give you a cheaper and very fast and scale version of your digital design to check against.
