I had a junkyard motor I swapped in and they had a new cheap cap and rotor that only lasted me about 2 years. if you're not sure it's your icm then don't swap it. The stock ones rarely go bad and every aftermarket one I tried gave me misfires and too high voltage. Check your cap and rotor for build up and maybe clean it. Your problem sounds more like the fuel pump. The fuel pump going bad can be tricky to diagnose because it will work fine some days then others it won't even start. I'd check fuel pressure also at the rail and make sure you hear it prime when. In accessory mode

I have the same symptoms just today, though i had noticed it starting to struggle since it started getting above 100 this summer. Seems intermittent though, it didnt start in the morning and then when i went back to it after work, it started first time. Drove it around for 20 minutes with no problem, smooth as ever. How old was your rotor before swapping it? i swapped in new plugs, wires, cap and rotor in january, all AC Delco parts. I have heard of bad ICM's on 99's so I may swap it out, i just cant get my head around it not starting at all and then starting first time and driving around no problem 8 hours later. I've also heard of crankshaft or cam sensors causing similar issues.

If it's not the starter or fuel pump then it could be this. I got the motor from the junkyard and it had a new cap and rotor on it. I've had intermittent problems starting from both the starter and fuel pump. If your ICM is bad it wouldn't run smoothly. If you replace the ICM, pull it off of an existing junkyard engine. All new ICMs I've tried have been complete junk.
