Unfortunately your advise around the parents having only 15 days to respond to a draft plan is incorrect. Its a minimum of 15 days and there is no obligation for the parent to ask for an extension. As the legislation says minimum 15 days

You are incorrect om what you say. The maximum period to respond is 15 days.
