It is specifically build part of regular road. A lot of them all around the former Soviet Union. It's not a regular road it is specially build part of nerrow road for regular car traffic, but with capability to land a fighter jet squadron or regiment. During the Soviet times such a drills were for regimens to land and take off.

The US air force practices on Estonia runway because it is a small country. If Soviet invades and bomb all Estonia airports, American can land and use highway to counter attack. This is my 2 cents thinking. If you notice a tail with a letter "MD" on the A10 plane, it stands for the air force base that these planes flying from. In this case, it flown from the great State of Maryland where I am residing now. MD hosts a lot of bases (Andrew Air Force Base, Ft Detrick, Aberdeen Proving Ground, NSA Patuxent Base, Indian Head Navy base, Ft Meade). It also has Naval military school in Annapolis, Naval hospital in Bethesda, MD, Camp David for President retreat. These are to protect Washington DC. GO AMERICA!
