Yes they are in the same universe and happening pretty much at the same time! As far as I can remember in Crescent City they mentioned the Book of Breathings which Amren was trying to translate during ACOWAR; in Kingdom of Ash Aelin sees Rhysand and a pregnant Feyre while passing through their world, after that she falls and Rhysand saves her. Apparently she passes through Crescent City as well
