Internationally heads of governments are usually referred to as "Excellency". It's not our rules, just normal international courtesy.

The catholic church can wait 453 years; who will be the first New America scholar to get a hernia? p.s.; it would behoove "iron erna" to put it mildly to remain at her most gracious in her interests this time that may be closer to a new american than many hoped as the hurricane of her near namesake is approaching its strike on florida.

It's her title. "Excellency" is the manner of address of a sovereign state. It's honorific both in speech and in writing.
