Or not killing the great barrier reef in the first place is more preferable

Clearly, and that was mentioned. Equally true is that not having a car accident is preferable to having your insurance able to cover the expenses incurred by such an accident. As a species we have about as much control over the fate of the Great Barrier Reef as we, as individuals, have of avoiding having any car accident throughout our lives: it's possible to avoid, but difficult to do so and very dependent on a lot of other people doing the right thing as well. Making a respository of living corals for use in a hypothetical future where we're trying to actively restore the Great Barrier Reef (or any other coral reef) is an insurance policy, to protect against the possible death of the Great Barrier Reef. And furthermore, it's something that a group of a few dozen marine biologists with a relatively limited budget can do. Fixing climate change isn't something Charlie Veron and his friends and coworkers can do - that's going to take the combined efforts of the entire world to fix, which means getting a world worth of politicians who are willing to work together to find solutions rather than bickering about who to blame. Which....likely will only happen when something big happens like sea levels rising to the point where Manhattan stops being an island and starts being a bunch of buildings sticking out of the water.

GBR looks unwell. A far cry from how it looked to Cousteau.

Unfortunately the GBR is a dead man walking. It will not survive the next 50+ years of increasing water temperatures and agricultural runoff. Therefore the coral bank is vital.

That saving our country for the wellbeing of our future generations isn't seen as a duty-of-care by our government and that it falls into the shoulders of a few people is a national and historic disgrace.

All for a greedy few to collect more money. The Crown-of-thorns was one thing, but corporate greed is lethal. The coral graveyards are more desolate than a desert.

Mate the coral is living organisms. Lives and dies mate less then 5 percent has died. From bleaching
