Not only is empty void stronger then monster garou in base but he actually wanted to be a monster most likely.

Garou only surpassed Blast after copying Saitama and Blast's power, and even then it's debatable that he was stronger than Blast since he couldn't hit him once and Blast was able to react faster than him and Saitama. He may have become stronger on Io, but pre Io he definitely wasn't stronger, especially considering Blast was more worried about saving everyone than actually fighting Garou. Void likely doesn't have Garou's ability to copy so it makes sense Garou could have gotten stronger than him thanks to it. Also, just because Void became stronger doesn't mean he's' unbeatable, Blast could have just been a much better fighter, Silverfang fights monsters that are stronger than him and is able to win due to superior skill. Blast also could have just meant they had the same type of power, which we see is true, they both have dimensional abilities, but Blast might have had better abilities on top of being a better fighter.

@@Pherretfish He copied Saitama before copying Blast, it's literally the reason he could do the consecutive normal punches, he then copies Blast's powers and still can't hit him. After that, he copies Saitama again and throws a serious punch. Garou literally never overwhelmed Blast, Blast redirected all his attacks away, and even after that he was still more worried about teleporting the other heroes to safety rather than continue fighting Garou because him being there was endangering everyone else nearby. I don't know why so many people forget about Garou copying Saitama first, we literally get a shot of Saitama being confused when Garou does it and then he throws his own consecutive punches that evenly match Saitama's, he even talks about how no one else has been able to match him blow for blow like that. Then he does the gamma ray burst which pushes Saitama far enough away for Garou and Blast to fight for a bit, then he kills Genos and copies Saitama again. Does everyone think Garou could do the consecutive normal punches inherently or something?
