well to be honest, it looks like the level itself was only worked on over half-way through the DLC's development according to the update logs, as far as I recall anyway, so if they had more levels planned, they ran short on time pretty quickly.

I can only imagine this as the ship taking off and Hat Kid running around the ship pretending to be all sorts of different roles of the ships take off like climbing the "mast" or undocking the ship ending with her calling "FULL STEAM AHEEEEEAAAD!!" While the captain apathetically pushes the throttle for the ship to move. Hat Kid being energetic still and the scene ending with "attention passengers and 'crew', this is your captain speaking, the ship has now set sail... Try not to fall off..."
