The main PO in town have union employees while the substations are private. That way they shut down substations when money is tight.

@@supersatan1796 Prove it. Because courts have ruled otherwise multiple times, and every time postal police come out they uphold the rights of the auditors. The people who CAN tell you to stop recording lawfully on USPS grounds: Postal Inspector, Postal Officers/Police, Judges. None of that included the postmaster or anyone subordinate to the postmaster, which is usually who is saying to stop filming.

The Supreme Court has deemed postmasters as being "authorized individuals": caselaw.findlaw.com/us-9th-circuit/1439107.html 'We are persuaded that Appellant's conduct was punishable under subsection (d), because Waites failed to comply with the directions of “security force personnel or other authorized individuals.” Postmaster Kinder, obviously an “authorized individual[ ]” under the regulation, wrote Waites a letter requesting that he not sleep on the premises.'

@James Madison Audits Just some information for you as to why UPS or FedEx would be at the USPS; I have a PO box because we don't have mailboxes where I live, so I have the physical address to my post office as the address for UPS and FedEx to deliver to and then the USPS workers will put that parcel in my PO box. If the parcel is too large to fit, they will give me a yellow slip in my box and I have to go during business hours (I can pick up my mail 24 hours a day) to the front desk, because they hold the parcel in the back for me to pick up at a later date. Also, my USPS used to be a UPS drop off site, unfortunately they discontinued doing that about 3 years ago and now the nearest drop off site is a 20 minute drive one way.

You people watching this may not know what you are seeing. This is change people, this is a movement. Imagine if video cameras were readily available during the civil rights movement back in the 60s. No. Abrogate means to repeal or do away with. This sentence is just letting you know that their rules and regulations do not do away with any laws federal, state, or local. Yes you are right that does include the 1st amendment. As with any federal building though they can have restrictions with both guns and cameras for while you are inside the building.

There are 2 post offices here. Both have a poster 7. A clerk at one said that auditing was discouraged because of the size of the lobby, although at the other, the clerk said she didn't mind, then again, she was a young lass.

Now here’s a question based on that poster seven says photos for news purposes may be taking in lobbies foyers etc. by stopping you aren’t they violating these rules so aren’t they subject to a fine no more than $50 or imprisonment no more than 30 days the clerks themselves and here’s another thing to consider if they invite you in with poster seven To take pictures and photographs and then they try to get you arrested for it isn’t that entrapment

Just an FYI, I have UPS bring all my packages to PO by using their street address. I do it because packages are safe delivered to my home. Some items C/N be ordered to PO boxes..(stuff with batteries,etc). Works well

I am a swedish lawyer and i tell what that exception regarding sign and guards and personel that seem to restricted the right in first sentence on poster 7 means "in Sweden". First, it says you can film certain areas ok, then it states exceptions. The exception are NOT for the public areas like lobby and all areas already Stated, the exception is to mark that in the building ALL May not be oublic accesible. Do it is for the, to the oublic accesible areas, adjacent areas or when it is unclear. The lobby as example are already Stated as ok to film so the exception is not for the public lobby it is to State that some areas might be public BUT is not accesible. It is NOT a right granted to the official to for some indoviduals make it a public accesible areas NON accesible. Jesus :) . This is a usually used metod in law writing. It is to mark that a classifoed area May have non accesible parts. Take a lobby, That May have a door,.ok, On that door it May say restricted OR have a guard posted. Or say Like a certain area in a lobby, they need to restricted some of it for the business type so say to walk further in (airport usually) you need to go to screening and There usually both signs a guards stand. THAT is what it means. It is not a afforded right to the post office on a whim on a certain day towards a certain individual wearing a T-shirt he dont like to make lobbys unaviable lol. It is unnecessarily complicated Written i agree. But it is not unusual in law making :) read the Homeland security memo paralel to the poster 7 and ur constitution and you understand how they ment it. ALSO I THINK ur supreme court already rules on that.

Poster 7 is irrelevant, a piece of paper in your case 13 years old is not law, you should reference the actual federal law that allows you to record inside and out in non-restricted areas The Federal Register Act was created on July 26, 1935 to give government agencies the ability to set rules and regulations without congressional approval. Photography of the Post Office falls under US Federal Code of Regulations Title 39 section 232.1 Conduct on Postal Property as created by the Post Office Board of Governors. (i) Photographs for news, advertising, or commercial purposes. Except as pro-hibited by official signs or the directions of security force personnel or other authorized personnel, or a Federal court order or rule, photographs for news purposes may be taken in entrances, lobbies, foyers, corridors, or auditoriums when used for public meet-ings. Other photographs may be taken only with the permission of the local postmaster or installation head. Postal and security employees, and signs can restrict photography in restricted places like the sorting area, back bay, and behind the counter. But these restrictions can be removed by the local postmaster or installation head. It is a crime (disorderly conduct 39.232.1.e ) to disrupt business at the counter or to intentionally record another individual's address. And you can not stay after business hours since the public access ends. Those are the only things you can not do. Postal and security employees, and signs can NOT restrict photography in public entrances, lobbies, foyers, corridors, and auditoriums when the auditorium is used for public meetings as this violates 1st amendment freedom of the press So, FACT #1: photographs for news purposes may be taken in entrances, lobbies, foyers, corridors, and auditoriums when the auditorium is used for public meet-ings. Federal District Court Cases also reinforce the individual's right to record: Musumeci vs Dept of Homeland Security was a lower federal court ruling where DHS claims that photography of the exterior of federal buildings was illegal. The U.S. District Court for the Southern District of New York. On Oct. 13, 2010, a federal judge signed a settlement in which the federal government agreed that no federal statutes or regulations bar photography of federal courthouses from publicly accessible property. It agreed to issue a nationwide directive to members of the Federal Protective Service instructing them about the rights of photographers. Since Musumeci had been charged with violating a regulation that applied to all federal property, not just courthouses, the NYCLU hold the position that the settlement in effect covers photography of all federal buildings. S.D.N.Y., Index No. 10 CIV 3370 (direct). The result was dismissed with prejudice. In other words the DHS/FPS settled out of court since there may not be a chance of winning in the upper courts due to 1st amendment freedom of the press rights. So, FACT #2: photography of exteriors of building (OK per US District Court) HOWEVER, in a rare instance, the DHS/FPS went one step further and issued operational readiness order HQ- ORO- 002-2018 that allows photography from traditional public forum Section U: part C of "Photography the Interiors of Federal Facilities" (... the public is allowed to photograph interior building entrances, lobbies, foyers, corridors and auditoriums from publicly accessible areas. For example, someone can photograph in the common space and publicly accessible lobby of a federal facility.) It is not just the DHS Memo that people like to quote, it is the operational rules for photography for any federal agency So, FACT #3: photography of interior entrances, lobbies, foyers, corridors and auditoriums (OK per US District Court) Glik v. Cunniffe, 655 F.3d 78 (1st Cir. 2011) is a case in which the United States Court of Appeals for the First Circuit held that a private citizen has the right to record video and audio of public officials in a public place. So, FACT #4: If you are in a public lobby, you can record a public servant like a postal worker (OK per US District Court)

The Post office always looses money. But that is not a problem to the US Postal service. Why? Because their debt is paid by the American taxpayers...but not really...they just add it to our national debt that goes up and up. If you want a real fright then research "By Pass Mail" in Alaska. This mail 'By Pass'es the Post Office completely. The Post Office simply pays for most of the cost to ship goods in Alaska. Why does the Post Office supplement the cost to ship goods in Alaska? Because Alaska has almost "NO Roads" or highway system. Why? Alaska is over twice the size of Texas and has almost no roads or highway system. Why? Because of permanent frost. Highways heat the permafrost causing the roads to sink into the ground which causes them to eventually crumble and become unusable and worthless! To build an airport runway they dig down removing the top 3 to 5 feet layer. Then the create a base with grave/rocks. Then they add around 6 feet of styrofoam insulation to keep the sun from melting the permafrost. Then they fill it over with rock and gravel. In the Bush they leave the runways with gravel as long as there is no Airline Jet traffic. The few large village paved runways are to allow for Airline Jet traffic.

Of course you are correct. However when the police arrive you need comprehensive proof of your rights just to avoid getting arrested. Such as the news portion of poster 7 as well. Because they seem obsessed with you needing to have acceptable business to carry out and not be inhibiting business. From what I have seen from England via You tube. So I may be wrong.

Tell me, what can I do during a postal cover up? A delivery driver gave my packages away without my consent, to someone whom was not on, or at the residence. The unattractive she beast is trying to cover it up, and keep the discipline ''in house'', which is basically a slap on the wrist. Also, it's been over a week and still no contact from that location. It's the worst possible postal location in history, look it up on Google, 3000 Spring Park Rd, Jacksonville Florida 32207. It literally has 2 stars at that location, and that is being generous. I've even heard 2nd amendment arguments at the counter with employees and customers. On top of that, they're trying to twist my words, and stopping all mail delivery to my home.

So in layman's terms, that particular line in Poster 7 absolutely means what and for whom ?? Also, why is it that I only see these posted in Post Offices in the audits I watch ? I will look up and read Poster 7 at a later time, but would like to get the general gist of it for the moment. And Thank You for helping me learn, I feel I will be doing this soon !!!

Post offices aren’t really fun for me. They suck, the employees usually and it’s an over paid job for most of their attitudes. Poster 7 is everywhere just look on wall near entrance. It means that their rules don’t supersede law.

The regulations stipulate it has to be posted but more generally this applies to ALL FEDERAL property. See cfr 41.102.74 sections420 455 and the appendix of subsection c which has the poster. law.justia.com/cfr/title41/41-3.1.1.3.22.html#41:3.1.1.3.22.3.335 Note also some govt contractors try to post this notice to prevent photography when if you read down it does the opposite and allows photography.

As the states cannot establish laws that contravene, diminish, or supersede Federal laws, then the Federal Regulations (laws) that prohibit photography *within* USPS (and many other Federal agencies) buildings still applies.

@@JamesMadisonAudits As the rules (laws) that Federal agencies establish must always be in accordance with the Constitution, this means that before they are posted onto the Federal Register that they must be correctly worded. As for the term rules, as Federal agencies cannot establish laws, which only Congress can do, they must first establish 'rules' which are then posted onto the Federal Register, if the new rule is not challenged then after 30 days the 'rule' then carries with it the full weight of Congress, where the 'rule/regulation' is then a law.
