The use of the word diaspora is typically used for Jews who reside somewhere outside Israel. I think because Peter was considered the apostle to the circumcision and Paul to the uncircumcision, I believe Peter was writing to the Jewish Christians. Not that this letter excludes gentiles for we know we are all one body in Christ Jew and Gentile.
