So Cal does that, not Nor Cal. Up here we get water from elsewhere, like the Sierra Nevada snowmelt.

Yes, it's still happening. Know how many real winters California has had since 2000? Six: '01, '06, '10, '17, '19, and this year. That's it. The others? Plenty of warm spells with 70 degree weather in January and February and no low elevation rain or mountain snow to speak of. Get a clue! Glaciers are melting and oceans are rising. Summers are getting hotter and hotter in many places. Nor Cal never had fires before, now we do. Fires were in So Cal in the fall months. Now it's all year possible.
