I have to say I think having factions that are not hostile automatically is a good thing. The mirelurk king would have been perfect for that and funny if someone talked to it like Al tried. Have it say some incomprehensible growl scream noise for speech, some dialogue choices that are funny, ask some questions or whatever, offer peace and just need evidence and instantly he becomes hostile, choose the (Attack) option and he doesn't... just runs away and gives the player the evidence needed to finish the quest. Something absurd to make the player wonder what just happened. To make it run away so the player can't kill it add a load door to a cell and the dialogue choice to attack gives it an AI package to go to that cell and always run being ticked. Then have a script that when they enter that cell they are disabled and the evidence is added to the players inventory along with the quest stage advancing. If the player has a god gun and killed it before it could use the door... well they got the kill and collected the evidence to set the quest stage. If not they would probably go into the cell chasing and be greeted by the FO3 Happy Birthday banner and nothing else in an empty room wondering WTF??
