No, they couldn't. The IRS has no knowledge of what deductions and other things that you may qualify for, which is exactly why you're required to submit one. In fact, they actually WILL file one for you if you don't file one for a few years, but you won't get any deductions, and you don't get any money from it.

The news report is confusing to many in stating that people are eligible for the credit if they left the Recovery Rebate Credit line on their 2021 return as "blank" or as "$0" dollars when they were eligible for the credit. Most people were NOT eligible for the credit when they filed their 2021 return for the simple fact that they already received the stimulus check/deposit and thus correctly left it as blank or put $0 to avoid a double/overpayment.
