Maybe we'll be able to build a cabin by or take over the Old Fisherman's domicile, similar to the other Fisherman, OR build something south of the Golf Course. One can only hope...

Not really. Even if you get the Golf Cart and upgrade it... when you are racing with the raccoon you are actually not using your own Golf Cart but instead, you are using one that is the same speed as the other ones just so that the race is fair

so go into town and past the diner and jail. there is a sign that says marina and go there. you can either go onto the ferry or buy your own boat. then it'll take you to the island. hope this helps :)
