The type of funding usually depends on the type of library. Most public libraries are publicly funded through taxes though occasionally are funded through large trusts, but there are also things like academic libraries which are funded through grants, tuition costs and things like that. Special libraries like medical and legal libraries can be funded through profits. There are also private collections that can count as libraries which are funded privately.

10 and 2 is only best when the car has no power steering and also no airbag. With airbags, hands at 9 and 3 or 8 and 4 keeps your forearms out of the way so you don't break your wrists in the event of a crash.

The internet passes information based on the 7 layer OSI model (4 layers if you prefer abstraction, 5 layers if you only care about data). Basically, it goes wires -> switches -> router -> some end device, with protocols at each layer keeping information reliable and secure.
