If USAID no longer exists, humanitarian aid has virtually stopped. Seventeen days is not nearly enough time to do the analysis to identify fraud, waste and misappropriated funds. It is certainly not long enough to have made a determination that USAID is a “criminal organization” and that the best way to prevent problems is to shut it down entirely.
