The attorney said the Canadians would lose "part of Southern Ontario and Quebec" as part of the 1814 Treaty of Ghent. I don't that means all of Quebec, but I've never read the treaty. I doubt Quebec would want be the 51st state. Also, the state of Washington didn't become a state until 1889.
