Gloucester has stairs everywhere. It's about 40 steps from the entrance hall down to the district/circle line platforms. There is a lift down to the top of the Piccadilly Line platform, then it's about 25 stairs down to the platform proper. From street level to the Piccadilly platform bypassing the lift is 113 steps. So Gloucester is definitely NOT wheelchair accessable.
