Since cross play also matches you with PC players, and scripting requires a PC to do, yes, it is possible to encounter scripters when using cross play on PSN and Xbox

The dev team NEVER takes action. It's the most annoying thing because I remember they made a change where you report of a player will leave a message on their screen that they have been reported. It tells you action will be taken but it just seems like they do it to make you feel like your report matters

They need to add an investigator perk for people who are at least ranked diamond. These people can review clips from reported players and mark them either a cheater or not and gain steel for correctly assessing them. With enough marks from investigators, they will be judged by level 2 investigators or by ubi itself. Investigators can be promoted to lvl 2 by correctly assessing the accused enough times but can also lose the investigator perk if you assess them wrong. I play many online games with mechanics like these and they work very well.

That's why a single reported person will be investigated by many investigators, the few investigators who wrongly mark them will lose their investigator status. Same for the level 2's. You get the idea.
