You are on point. There is nothing wrong with tenders as an empowerment mechanism, but in the absence of pricing model , its a problem. Most tenders are rigged by people who deliberately underprice and beat others who will have the right prices. This affects delivery by those who win the tenders as their pricing does not meet the cost of doing profitable service delivery. Those who underprise are not good for themselves and neither the public which they are supposed to serve. The second challenge is extortion. Extortion is an enemy to the once who are supposed to supervise the contractors performance. Extortionists threaten the supervision unto submission. If honest officials want to do their work properly, it is not easy without removing extortionists. We know, lives have been lost. Its not true that tendering is wrong. If the government want to stop the tendering process, that must go through a process which in some areas should take 2- 3 years. There are structures that must be put in place first inorder to have a different model. My position is that , there are shortcomings in the process of tenders that need to be fixed.
