This is not true. Bill was a fantastic traditional painter and did some excellent realistic paintings and still lifes.. Here is is showing off the technique that "Anyone can paint" and created this method, which he taught to Bob Ross and even 'passed on the almighty brush' to Bob to take over and teach the world the method.

Am I hearing him correctly (11:30) when he suggested to "hypnotize" the clouds? (he said this in reference to smoothing them out with the corner of the brush). Is this is a painting term as a synonym for blending out edges? Hypnotize?

Yes you are hearing him correctly. Hypnotizing is a term that Bill coined. It refers to softly blending. He barely touches the canvas.

Bill spend 5 minutes painting and 20 minutes talking. He always says every sentence 2, 3, 4 or 5 times.

Do you remember what he said? There is value in what Bill says as well as what he does. Sometimes he is talking while the paint is setting up so the next layer goes on easier.
