It's not. He had 4 movies sent in the last 22 years that he produced (Lagaan, Taare Zamin Par, Peepli Live and Laapata Ladies). So 18 times he didn't get sent (Rang de was produced by UTV). And even if he was being favoured (which he is not since he has famously been left wing), it would be deserved coz he is the only one to make it to the last five nominations in the last 36 years (Salaam Bombay 1988).
