Well it all started in 1704, when the first rap was ever performed (that we know of). At that time period both dogs and ventriloquists were high members of society, so it became a common stage act for jesters to have ventriloquist dolls that resembled dogs and to have them rap. The fad was short lived however, and didn't last more than five years. The director of this movie was a fan of the 1700s; he loved the fashion, the art, the music, everything. So when he set out to make this movie, he wanted to pay homage to his favorite time period. Obviously he couldn't go as far as to set the movie in the 1700s, since the real Titanic sank in 1912. So instead he had the dog rap. Now it's considered a fun Easter egg for those who know about that obscure piece of history.

A movie that involves the titular ship being sunk by an iceberg tidal wave because "we didn't anticipate damage from the side". Which is somewhat like making a zeppelin called Hindenberg II and not anticipating fire. We know that Titanic 666 is a sequel to that because it's made by the same people and it takes place on the Titanic III. It also has the Heart of the Ocean which means it's trying to be in continuity with James Cameron's Titanic.

The craziest thing is this isn't even the worst animated Titanic movie out there. There's also The Legend Of The Titanic that somehow includes shark gangs and a giant octopus, and its sequel, Tentacolino or In Search Of The Titanic, which ups the insanity to eleven with the addition of Atlantis. It also seems like you got the original version of this movie, the edited version has a different song for the Rapping Dog sequence. And for the record, all those animated Titanic movies were made in Italy.

To answer your question: Titanic sank on the night of the 14th of April, 1912 and yes, Hitler was around at the time. However, he didn't live in Britain at the time, he was a street begger in Vienna, Austria. He would eventually move to Munich, Germany in 1914 just a few months before the outbreak of WW1 (he was a soldier in that war too by the way)
