To clean is in latin culture , regardless the financial situation. I'm from Sonora Mexico and I remember when I was child , people cleaning the front of their homes even in most humbles homes. I have now friends from almost all Latin America and Spain and I noticed that virtue in common, if a country expects the goverment to be the only responsible to clean cities is totally wrong.
