Generally agree, and you always gotta keep in mind that time and money are huge factors limiting community driven projects like that. Even pre-organized groups have a difficult time getting funding for the kinds of tools necessary to do the work Sean does. A ragtag group of neighbors could take months to years to schedule up the time to do it and get the funding for even just one decent mower (push or riding) to help out, much less all the other things Sean is able to do (tree/bush cutting, weed eating, edging, leaf blowing). Not to mention the trash and green waste hauling. He's a powerhouse who has the blessing of time and money on his side for sure!

It's not so much as abandoned responsibilities as it is what the city can afford to do, Detroit has lost their manufacturing jobs, their population moved away and they have very little tax revenue, the city has to budget ahead for every winter without knowing how bad the winter will be, the city has to prioritize keeping the streets open so that the population can get to work, starting in spring it becomes time to fix potholes that salt makes.
