It's an attack detection center setup along the 50th parallel more specifically it was to be used to detect Soviet long range bombers in the event of an attack, once was then it was a cement factory like you said but before that it was part of the pinetree line along the 50th and at the time would've been deadly serious work, top secret and all the likes. Used to be much more open and has been flooded by as I understand attempted demolition but considering its purpose and likely underground connection to other bases on the 50th it was likely built to with stand a direct nuclear blast. So no dice on blowing it up, or really anything else for that matter.

I lived in Greenwood (the Valley) my entire life lol. Guess the Valley has it's own accent haha
