I wonder what system of communication they intended to use from some of these small bunkers to keep in contact with a central control? Surely the EMP in the lower atmosphere from a nuclear blast would wipe out standard radio communication systems. From what I read some years ago even ground based cables would be affected if not shielded by some sort of Faraday cage. Maybe someone with the knowledge could explain?

Telegraph/ Telephone cables underground were primary communication, but yes most likely all communication would of been tough after a blast.
