The City of Phoenix paid out huge amounts of overtime to dozens of police officers in January, according to an internal document obtained by ABC15. The monthly report is titled “Sworn Police OT Top 50" and covers all of January 2024. Multiple police sources told ABC15 that the overtime figures raise questions about overtime oversight.

Even the runner-up cop has 8 hours a day of overtime. That's if he works 7 days a week, with 8 hours of regular pay and 8 hours of overtime each day. Even truck drivers aren't permitted to drive 16 hours in a row - because their vehicle can become a danger. Now you're allowing police to work 16+ hours a day, 7 days a week and let them have a gun and drive a car?

@@nunyazero This is basically the thing. You either recruit/hire/train enough bodies, or "surge" in to the bodies you need for coverage. No way around it. Pay 1.5x or 2x for partial, or full time for another person. Do you need 2x people for up to 1.5x? Same or less cost in OT @ doubletime.

He avoided paying on it since it was taxable for 2023 when it was earned. Instead, it was paid in fiscal 2024. They need an IRS audit for the entire department and every officer for tax evasion and avoidance

Overtime is not calculated in that equation for tier 2 public safety retirement members which that guy is in. It's only you base salary.

You’re all wrong- it’s called a best 3 or high 3. Your pension is set from the 36 highest consecutive months. All depends on how long you go. At 25 years it’s 62.5 percent of that high 3. Percentage goes up 2% each year maxing at 80% at 32 yrs…

Yeah, we know from cop watchers and auditors that the cops in Phoenix cops are systemic rights violators. When there is a "Traffic" stop, 5 to 10 cops show up. That is because the traffic stop wasn't really about a traffic violation, it was about lying about the circumstances of the stop to create a reason to search the car, and that is why all of the cops show up. Most searches find nothing, and since most people are to afraid of the cops to stand up for their rights, and because the cops didn't get in trouble for it, this became the culture. The DOJ has wrapped up its investigation and in a year or two, the worst abuse will probably be over (once trained properly, it becomes much easier to convict a cop of civil rights violations). If it were not for all of the cops needed to search cars, the department could probably save 1/3rd of its PD budget.

Is the corruption just so pervasive, and the protections so extensive, that they have all started to feel like criminals must just waiting for someone to find out something that MIGHT jam them up? But they're all engaged in it and protect each other and the odds of real punishment so low (not retirement with pay, for instance) that it's actually in their financial interest to play ball and take the risk?

Perhaps they can reconsider using 4 police officers to pull one person over. As a tax payer, nothing pisses me off more than seeing 4 cop cars to pull over one driver. Additionally, when police respond to a call no matter how big or small, they will sit there in their cars for up to an hour or more on tax payers dime. We need a cap on monthly OT for both PD and Firefighters. Their inability to manage time should not be our problem.

Even if you're an operations manager or something, you're still just a worker bee like every other fast food worker and trash collector and your taxes are taken just like everyone else. That lines up well with how people making good money start thinking they're like the uber wealthy when in reality if your household makes under 500k you're two bad decisions/life events away from living in your car just like everyone else. That's not true of actual wealthy people.

They have a badge and a gun, so you can't challenge them. If you take them to court, they have "qualified immunity" which shields them from prosecution. If you somehow defeat that, they never pay anything, the taxpayers are fleeced for the bad actions of cops. The actual cop/cops are never in any way held accountable.

I understand what you're saying, but I mostly disagree that more officers are needed. Maybe more 'detectives' to try and solve crime (after the fact), but I disagree about 'patrol' officers. IMO, that's 'politics talking'. Watch any news coverage of any crime, police body cameras, 'real TV' type police shows, dash camera footage, bystander footage, youtube footage, etc. of police interactions. Many of them, even routine traffic stops, show multiple officers on the scene for no real purpose. It's not uncommon to see multiple LEO's at every scene, and lingering well past any further needs for containment. Face it, being an LEO is normally pretty boring and lonely, so it's understandable they want to congregate whenever possible. For any 'bigger' incident, one will see 5-10 officers. For a truly large incident, 15-20+ officers isn't unheard of. If you really think that's needed, I would say stop believing everything you hear, and use common sense. If there's a car chase, for example, what possible use would there be for more than , say 3 police vehicles being involved? Yet routinely, I've seen videos of 10, 12, 15, 20+ cars in pursuit. I call that a waste of resources as well as adding to the danger for the public. And for those who say crime is running rampant because there aren't enough LEO's, please remember that the majority of law enforcement officers don't save victims from crime or 'solve' crime. They arrive afterwards to take a report. That's not a criticism, that's simply numbers, logic, and statistics. But we need them to keep us safe, one might say. Well, aside from not being on site to stop crime, the stats I've seen range at about 14% of police calls even involving 'violent' crime. If one studies the stats in more detail, there are very specific areas of the USA that account for a large percentage of these types of calls. That means, outside of those places, the amount of violent crime is much less. One last comment that may offend some people. A big portion of LEO's mostly deal with either traffic stops (proven to be more about revenue gathering than safety) and drug use (not even dealing (detectives), but use. In regards to drug use, there's a growing number of people who have become disillusioned by the never-ending amounts of time, energy, and money that's been POURED into the 'war on drugs' for the last 50-60 years with very little effect. Some people have started looking at alternatives, such as putting those resources into a different, and yes, harder to carry out way of HELPING those addicted to drugs. My research has led me to believe the stats that about 10-12% of drug users become addicted. I've joined the people who understand that this is a MEDICAL issue, and should not be dealt with in a CRIMINAL system. But if one hasn't read and studied the issue, the majority will simply believe that drug addicts are weak, worthless, less-than-me scum who deserve nothing but jail or prison. Sorry to go off on a tangent, but I've had the 'opportunity' to see, face to face , how lives can be ruined 100% by addiction. And more importantly, how some can be saved from that ruin with access to proper assistance and treatment, while others, less fortunate, remain ruined.

Ken Vine worked an average of 124 hours of overtime each week in January? Come on now?? Thats 18 hours OVERTIME each day even if he worked 7 days a week... add in NORMAL hours and there's Zero time for anything else. Or there's 744 total hours in January. Assume hes doing 40 hrs per week, thats 175 hrs. Now add the 549 hrs overtime = 724 hrs worked. Leaving 20 hours not worked all month 🤣😂

People on here did not listen to the part that Officer Kenneth Vine did NOT work all of those hours in one month. The video said he saved up the OT and turned it in all at once after saving it for several months. According to the policy that's a huge violation and needed to be addressed a tad more harshly, but it is NOT tax evasion since he WAS taxed on that money but it does look very shady.

The officers submitted the 2023 o/t slips in the new year to push the income tax burden into 2024. Tax deferral is legal. To the taxpayer, a few sheckles of overtime is worth every penny for public safety.

Does that include the overtime pay from private security jobs as well? Specifically the overtime they get paid for that they DO NOT do? Specifically at low income hoa's that use CITY PROPERTY MANAGEMENT to manage affairs? I wish a news reporter would hear what I have to say and take a look at the documents I have as well as listen to the recorded conversations I recorded! Obviously if theft from the city who employs these officers is acceptable then of course they will take from the communities as well! And yes they have been doing just that! The investigation back in 2010 didn't stop the theft. There are great phoenix police officers. Honorable men and women who do care about the community. Unfortunately there are bad apples in the group.

This is super work. Can you research why various police departments charge for a FOIA report? Taxpayers pay their salary , equipment, overtime, vehicles - everything. If officers are working that day, why is it not free?

A lot of this cost is because it takes 10 cops to handle a traffic stop. We know that real reason for traffic stops is not burned license plate lights or air freshener on the rear view mirror, the real reason is to search cars, and the cops will intimidate people in order to be able to search, and most searches don't turn up anything. Cops can't go to the potty without a buddy to watch their back, so the department needs 30% more officers because of the incessant and systemic car search practice.

Question: Why is Phoenix PD using what sounds like a paper system to track employee hours worked? And why it is valid to pay hours being listed months after they're worked? There are a lot of digital timecard systems that can handle even the complex billing hours for undercover officers who may not be able to consistently access the system. Also, most companies have a limited time window for correcting timecards, meaning you don't get to save up those hours and then cash them all at once. Back when I was an hourly employee for my current employer (like nine years ago), I could never get away with this. I had to clock in and out, and any OT had to be immediately justified. I know a lot of people are crying corruption, but this sounds more like an inept payroll department and system allowing officers to bilk the city.

Ok, so that first officer still raises some concerns… if OT has to be green-lit weekly, how is it that months of OT from him wasn’t being logged each week and paid out accordingly? Sounds like there are a lot of questions… ok maybe just 2 big ones… that should be getting asked top-to-bottom… why wait months to submit OT papers and why weren’t the authorized hours logged for the appropriate pay period by the person who did the authorizing For the sake of boredom though…. ⤵️ That 2nd name on that OT chart could conceivably hit that number… 8hrs of OT a day… for all 31 days, lol The only way that top-spot officer could possibly come remotely close to his 549 hrs of OT is if he worked 16 hrs of OT each and every day for all 31 days (496)… ya know… in addition to the 8 hrs a day I presume he’s on the clock for his regular shift… and then putting an extra 7 hrs of OT on those 16hr days that he’s scheduled off… I guess I’m just lazy wanting 6+ hours of sleep every day… he’s doing all that work on appx 6 hours of sleep a WEEK 744 possible hours in the day in a 31 day stretch… -549 (plus that .25) of *OT* 195 hours for regular time shifts, which I’m still pretty sure have to be clocked before OT triggers still… 160-184 hours based on 40hrs a week (Jan ‘24 started with a 6-day week, then 3 regular 7-day weeks and a 4-day partial 5th week) So if he never left the precinct after any shift ever and just ate, showered and took naps between all those shifts… That left between 11-35 hours… 1 hour every 3 days up to 1.1 hours every day… The 40 hrs reg time would reset at the start of the week so it’s not like front-loading 40 on Monday and Tuesday changes the overall number… that’s still *AT LEAST* 6 2/3+ hours a week worth of time on the clock in a 7 day week

This is standard practice around the nation. I used to do a lot of work for cops and they like to brag about how much overtime they get. They also like to brag about violating peoples rights. This is why I stopped doing work for them.

Appears the officers put their OT hours in yearly or every 6 months. In order to get a big lump sum. All good. But if they're stealing, they should be held accountable.

People forget all the events our city hosts and request pd assistance on top of regular shifts on patrol. I use to work overnights for qt and i would see the same officers almost every night becauee theyre short staffed, this was in 2015-2016. Im sure its worse now. Im not surprised theres so much ot getting paid out but that top performer dude does need to be audited

How many people do they pick up at the end of a shift, just to stay 3 extra hrs a day? That's 15 hrs of overtime a week 60 hrs a month. There is something seriously wrong here. People think these cops are all on the up and up. Most likely it's the exact opposite. Just authorized gangs, they don't even think they are doing anything wrong. Just perks to the job, and working the system with qualified immunity is how they roll. The Constitution is out the window.

The people of Phoenix, seeing this news article will in most cases think there is a problem in their police department, and there is. However, this kind of monkey business goes on in other cities and states and it is epidemic. They do not in any circumstances higher individuals to be police officers if they IQ is too high. Usually they hire someone between a score of 100, and 110. in many cases, you are getting people who have mental problems and get away with assaulting, falsely charging, and beating people and your city is no different than the rest of the country. Body cameras, iPhones and surveillance video eventually catches these thugs.

3:04 in another city they caught cops logging in from home, but not actually going into do any work for hours and hours. And one cop was actually working another job while he was getting paid for his cop job.

They should be able to figure out that 549 hrs OT in 31 days equals 10.7hrs a day on top of 8hrs regular time. So 19hrs a day for 30 days straight.

Aside from the top guy, if you look at the hours worked for overtime, they all equal 30-40 hours a week, per officer (on top of their pre-scheduled 40) What about fatigue and safety. How can you they ensure officers are rested enough when they're working 80 hours a week?

$50 an hour pay rate and $75 an hour overtime plus benefits and a license to steal. Why is there a shortage of officers? Maybe the officers that they have do not want any new hires cutting into their overtime.
