A Mesa officer being sued for a chaotic arrest that left a man unconscious at a quinceanera has a history of use-of-force complaints and was previously featured on a challenge coin that appeared to celebrate police violence. Officer Rudy Monarrez was one of seven officers specifically named on a challenge coin previously exposed in an ABC15 investigation.

I used to be 100% pro-police. Then I had my own terrible experience with a cop -- when I asked for a Supervisor he told me I didn't need one. When I asked the 7 or so cops standing nearby for help getting a supervisor, all of them turned around and did nothing. When I complained to the department after the incident, I got the Blue Wall -- as the agency did everything it could to prevent me from filing a report. In tihs case...Ithe Mesa mayor and City Council should fire their chief of police and establish a totally independent review commission to get bad cops out of law enforcement -- because police leadership has failed.

When you get pulled over in the future and a police officer screams a you, belittles you, and does this practically non-stop for 30 minutes.... you might get to the point where you demand some help from a superior officer. Did I feel entitled??? After nearly 30 minutes of verbal abuse -- at that point I did. That's why I asked the other officers standing around for help. When they turned their backs on me, I really felt entitled to a supervisor -- who else should I turn to??? Sadly... good cops who do nothing when a fellow officer is out of control make a mockery out of justice and disgrace themselves. The public deserves better... and we damn well are entitled to a supervisor.

That kind of doubletalk is pervasive in the culture, it seems. You hear a lot of it in police encounter videos when the police escalate for no reason. I've heard it used on young men, too, seemingly to provoke them by insulting their manhood or something. It's a no-win for the young guys: if they are compliant, it basically amounts to being bullied, but if they stand up for themselves, well, you know...

Used to be an officer for 7 years. I was an instructor for defensive tactics and a use of force expert in court. Their actions were not within ANY kind of policy.

To be fair, it's entirely possible that it was. I've not read Mesa's policy, and it could be just that messed up. If it is, there needs to be very, very long prison sentences handed out to those who are responsible for this. This kind of behavior is eventually what leads to cops getting hunted in these types of communities, the rise of organized crime, general distrust of the public service institutions in general.

This was disturbing beyond belief. As someone who tends to be a big supporter of backing the blue - it's never lost on me that corrupt LEO's are variegated amongst the good ones. Evil and evil-doers very much exist, and unfortunately - they tend to be very good at hiding themselves the way snakes in the grass do. I hope and pray this POS gets every bit of the justice that he deserves - and I also hope it sends a clear message to anyone else who might have the same corrupted mentality - that abuse such as this will not be tolerated and will be dealt with justly and capaciously. All of this being said - unfortunately, there are bad apples in every orchard. But what is wrong is wrong - and we must always stand up to unjust treatment and malicious wrongdoings - even if we just witness it.

As a peace officer i already seen this man aggression towards this cop. We can be nice to people all day and still get treated like we are wrong which turns good cop to bad cop. For me i don’t need your respect because at the end of the day my authority will always prevail over you and never forget it. Be a good citizen and good luck .

It's crazy bc they are all about "you don't know what's going on b4 you got here!!!" It seems like that doesn't apply to themselves when they just got there. 1st off they didn't get the right info. 2nd they approached a witness with hostility. 3rd battered the father of the victim. Who was non violent. 4th noticed how non of them flinched when the officer went crazy, like they'd seen him do that b4. They're not trying to do their job right. They don't care about bad or good they just care about the power and getting to use it.

Wasn't there and didn't see it, but based on the video I can honestly say this officer should be fired, banned from ever wearing a badge again, his concealed weapons permit should be revoked, and his pension awarded to the victim. As for the rest of my opinions, rest assured there would be several openings at Mesa PD afterwards.....

When trained professionals can't tell the good guys (actually protecting and serving) from the predators. And regardless of that, why push the man at all? Why beat the hell out of him? I did not see him do anything whatsoever to provoke even a reprimand, much less a brutal assault. When will Mesa get tired of paying for bad actors to keep acting badly?

@@aznative_ Facts. I was once engaged to a guy who was in pre-law but formerly a police officer. He told me he specifically became a LEO because his family had been assaulted during a raid; he wanted to beat people up without getting into trouble just like those police. And he did!
