'Brady List' officers involved in arrest

"Brady List" officers were involved in an arrest that is now under investigation for possible excessive force. Phoenix police are under a sweeping Department of Justice pattern or practice investigation that’s focused on five areas, including excessive force and retaliation against protesters. The federal probe has been open for 22 months, and during that time, the DOJ has finalized similar investigations into two other police departments: Louisville (March 8, 2023) and Minneapolis (June 16, 2023).

Why is no one talking about the judge who actually decided that dismissing this case was "in the interest of justice". A moral man would have said along the lines of "no no no, you wasted a year of this mans life and caused him unnecessary harm for protected speech, there's no way I am letting you back out now. Reap what you sow."

maybe I am misunderstanding this all... but weren't the cases being dismissed the ones that were against him? i.e. resisting & battery of an officer. and if so, dismissal & not guilty are the same the same thing for the most part. Either way, he would be able to move forward with a civil suit now. Or am I missing something?
