This is a fairly cool fire because of the limited fuel compared to a forest. Dead wood (houses are made of it) burns a lot better than live wood. Live trees have some resilience to fire. In forests our fuel often spreads to the ground creating pathways to the fire. Cities like this have more cement than ground fuels which breaks it up.
