What an amazing style of teaching, translating and conveying the words , sentences and the whole text. Teachers are to come and sit in front of this video, myself first, to learn more. I conceived one question, some teachers say we use "past perfect" when we have by+ year, but in this text we have by+year(By 1830 it was......) followed by past simple?

I can't thank you enough for all your support, dear teacher. I really appreciate your kind words. Speaking of (by), it can be followed by either (a past simple sentence) or (a past perfect sentence). In both cases, we’re describing something that happened before that time (the time that was mentioned). Here “by” means “before”. For instance. By 1830, NY was the main center of trade in the USA. (Here “was” describes the state of being of NY before 1830) By 1885, Benz had sold 130 cars. (Here “had sold” describes an action that happened before (1885) or until 1885. Hopefully, it’ll be understood.
