Abkhazia, officially the Republic of Abkhazia, is a de facto and partially recognised republic on the eastern coast of the Black Sea, south of the Greater Caucasus mountains, in north-western Georgia. Its capital is Sukhumi. The separatist Abkhazian polity, formally the Republic of Abkhazia, is recognised as a state by Russia, Venezuela, Nicaragua, Nauru and Syria. While Georgia lacks control over Abkhazia, the Georgian government and most United Nations member states legally consider Abkhazia part of Georgia, whose constitution designates the area as the Autonomous Republic of Abkhazia. In the title and subtitle of our reportage, we have used the word “refugee” instead of “Internally Displaced Person” (IDP) because the word refugee is more commonly known. Our reportage aims to bring attention to the effects of war, not political debates. With regards to this, we would like to make the following clarification: An Internally Displaced Person (IDP) is someone who is forced to flee his or her home but who remains within his or her country's borders. They are often referred to as refugees, although they do not fall within the legal definitions of a refugee. Whereas “refugee” has an authoritative definition under the 1951 Refugee Convention, there is no universal legal definition of Internally Displaced Persons (IDP); only a regional treaty for African countries (see Kampala Convention). However, a United Nations report, Guiding Principles on Internal Displacement, uses the definition: "Persons or groups of persons who have been forced or obliged to flee or to leave their homes or places of habitual residence, in particular as a result of or in order to avoid the effects of armed conflict, situations of generalized violence, violations of human rights or natural or human-made disasters, and who have not crossed an internationally recognized State border." We chose the title “Abkhazia or Georgia? The effects of war: Tskaltubo, the city of refugees” because we want to draw immediate attention to the cause of the war - i.e. “Abkhazia or Georgia?”, and its consequences - i.e. “The effects of war: Tskaltubo, the city of refugees”. There will always be people who believe that Abkhazia is in Georgia, just as there will always be people who believe that Abkhazia isn’t in Georgia, regardless of political treaty. The point of our reportage isn’t this, but rather to put the spotlight on what happened after the question “Abkhazia or Georgia?”.

Some people for 26 years after the war did absolutely nothing to improve their life conditions. Unbelievable!! Of course they live miserably. A period of 26 years is 1/3 to 1/2 of lifetime. PRESENTLY there are more than 200,000 IDPs, like people in these videos, who are not allowed to go back to their homes. Georgia will not recognize any statehood interests of regime that was built on ethnic cleansing and genocide of quarter of million people. Especially when such attitudes persist. Where ethnic Georgians living in Abkhazia face daily humiliations, harassment, and threat to their lives and ethnically cleansed IDPs are denied right to come back to their homes. When de facto government agrees to let Georgians go back to their homes, only then can there can be any talk about future and solution on statehood. Until then, Abkhazia stands as one of the last surviving examples of apartheid regime, where racism and ethnic hatred drives the day. However, realistically, this will never happen and the entire discussion is irrelevant. There is no such thing as de facto leadership at all. Only a bunch of KGB goons and Russian interest peddlers that do not give a flying fuck about human rights or interest of Georgian and Abkhazian people. BTW, my husband has Abkhaz Origins.
