sooooo everytime sonic 06 loads it loads THE ENTIRE MAP which is why it takes so long. even if there is just a boss or one npc dialog

It's uh... Reacting. And sometimes people find a part funny enough to play again. *ESPECIALLY* with youtube videos. You can find it annoying, but it's common (Still better than playing the whole video from start to end without pause, saying basically nothing)
