It definitely is Presto. Some Prestos, especially those by Haydn are as slow as 160 BPM. This shows that even Beethoven can and does write Prestos that are on the slow side.

As you can hear, it is a very quick piece. Practise more Arpeggios. At the development section (3rd page), do notice the melody is in the left hand. Make the transitions fluid.

Abram balance the difficulty of the pieces with how long they are, this is significantly easier than, say, poulenc improvisation no.13, but, this is 8 pages, whilst the poulenc is 3.

Yeah I’m playing this and technically it’s not very hard but it’s long and fast meaning you need good stamina but then I’m also playing Rachmaninoffs Elégie which is 6 pages (compared to this which is 8) and slow but much more technically demanding
