ambessa chose cait bcs the kiramman family is the biggest funder and influental house in piltover. you could see her intrigue towards cait in the first episode when cait barged in to the counsil's meeting and took her place as the head of kiramman's house, how resolute and honed in for revenge caitlyn looked. and she bites on that and put her bet on caitlyn. so yeah, its not JUST bcs caitlyn is emotionally vulnerable or unstable.

Its also becuasectge guy she was banking on before shower himself to be weak and easily manipulated by other people than her as shown in the scene with the cat woman. She wanted someone sge could manipulate not anyone else and the only person in pullover who could give Cait tge power she needed to achieve her goal was her ergo its a much safer bet. Tldr ambessa honey really has military power to author right now. Tye one guy wanted power and a whole bunch of other things she couldn't really provide while all cait wants and needs right now us military power hence she's a safer pawn.

Everyone who would've abused Hextech to full scale wipe Zaun would've fell right into Ambessa's trap. It wouldn't have stopped at Jinx for Caitlyn if she got that shot off. When you go full war mode and your people follow, they now follow someone that represents strength and brutality. It's wayyy to easy for someone like Ambessa who knows war to its full extent, to take over and show her dominance at any moment, especially from a young Caitlyn. They make it really easy to hate Zaun, or really easy to hate piltover every time the show switches sides but you gotta really try to see both sides. Jinx and in large Zaun is a product and consequence of Piltover.

What you said about Caitlyn makes sense, but also I think the blond dude said to Ambessa that the the Kiramman name has a lot of prestige. So what you said + someone of a noble house is perfect for Ambessa's goal, whatever it may be.

Even though this is the last season for Vi and the gang I do hope the next season they explore more of Noxus that whole country sounds like the hunger games and the fact it’s apparently one of the biggest country in LOL says a lot. Plus they’ve been focusing heavily on it so it’s a likely chance
