@@Snowcube many years ago, i was on a pleasure road trip, and i saw one that was also low mounted, but not THAT low, maybe 15 feet off the ground. It was in the town of Hillsboro Illinois, and when i saw it, i thought to myself, "thats got to be the freakingist, scariest, looking contraption ive ever seen". Sometime later, i realized it was a tornado siren, because it was painted yellow and had the "CD" emblem on it. But they sure are freaky looking!

Anybody out there thats mechanically inclined can make their own Allertor, but you need a gas-powered leaf blower, some sheet metal, and some PVC pipe to make the top horn. The sheet metal would need some square holes cut in it, the impeller would be the "chopper", and you would put the sheet metal "ports" next to the discharge tube. The reason for doing it with a gas-powered leaf blower is, you could imitate the alert tone and the attack tone with the throttle. Cant do it with an electric one, you could only do the alert tone.

I just pulled up the address on Google Maps. I feel bad for the people that live in the houses across the street from this thing. While I am sure they are thankful when a tornado warning is issued, but when its a nice day to be outside and it happens to be test day, that's gotta put a damper on things. You can really get a better picture of how big the siren is when it’s mounted low to the ground. It appears the rotator on this one isn’t working or they decided not to turn it on because it’s mounted on the ground.

The most likely reason is the rotator was more than likely turned off with the Siren being that low to the ground

You can't turn the rotation off. The rotation and the chopper are mechanically connected as they are on the same motor.
