i don't think its true. i am working in CSIR-NIIST, TVM. there is no such kind of restrictions and also all extracurricular activities are happening there.

Which is Better by UR own experience , In PhD , Generally U have to more focus on Research , publication of paper(Journals) rather than overall development .

Currently I am working in csir institute.i can say that the restrictions pointed out here about research institute are not correct.Yes here programs are less. There is no restriction of working time, laptop, mobile phones. We can get people to interact also.we will get place to play games also.communication is also not a problem.in bigger institute there are lot of people.bt for us we need only one or two people to share oru problems.and for PhD analytical facilities are more important from research institute we will get it properly.no matter if it is research institute. Look into research quality and guide.in research institute we will be more focused on research and that is plus for doing PhD. And research institutes are not for introverts😄

Sir did jncasr could be a better option rather than isser tvm because i live in nagpur at tvm is at quiet long distance.while Bangalore is an place which is full of beauty and off course the jncasr institute as well.
