Hey from a few years later.... so a "beach pass".... a lot of local USA communities dictate their own ordinance on how people have access to the beach. The right to the beach can vary from state to state, country to country. For example, where I live, beaches are open to the public (maintained by a county authority); in New Jersey there is a fee for beach access & usage; apparently, in Mr. Edison's local community his access to the beach is predicated by having to have a car, which is obviously biased. If I ever lost my sight I'd be pissed as hell if I couldn't go sit by the ocean; I hope his alderman rectified the situation ASAP.
