It's from a anime series called Ace Attorney which is an adaptation of game series in which you play as lawyers of the same name. This is just the bloopers from the anime where the actor for Miles Edgeworth, a prosecutor in the series, who is the dude with the McDonald's bangs and fancy suit, is laughing over his line deliveries.
