Clerics of Pholtus actually, during the first siege of Fleeth. The Queen of Fleeth has Vecna sentenced to death after she used Vecna's mother's medicine to kill the Princess by accident, and then when his mother Mazzel his him away with magic had her burned as a witch and a heretic in his place. Hence why Vecna has a particular hatred of Pholtus and slaughtered Fleeth a century later (save for the few city officials who offered themselves up if he would spare the city. Instead he made them watch his army butcher the city and promised them all long lives under his protection so they would spread the word of what he had done that day).

Changing from wanting to be a god to wanting to raise gods is easily explained as just different writers however it could also be he spent time as a thing between existing and non-existing might’ve thought it similar to being like that of a god and decided he didn’t like that changing goals isn’t unheard of after all and a god of a D&D world are influenced by the beliefs or followers. He may not want to be forced to be different because his followers believe him to be different.

@@Gangrel442003There's a group of Vistani that Strahd has provided the ability to traverse the mists. In the 3.5 Return to Castle Ravenloft, one suggestion given in incorporating the adventure into your campaign is to have a Vistani give the adventurers a letter of invitation that is written by Strahd, and to have them follow the Vistani to Ravenloft through the mists. Still makes more sense to me than all the tieflings running around compared to previous editions.

Ya welcome to dnd haha, that sort of creative process happens when a new writer wants to revive a dead character or they come out with a new edition. It’s the same with pretty much all deities, very difficult for powerful beings to permanently die. Great example of this to the worst degree (imo) is halaster blackcloak
