Cuo i.e. Copper oxide. Since it is a metalic oxide therefore it acts like a base. To prove it we can react it with water because water is a neutral compound then, Cuo+2H2O=Cu(OH)2+H2. Clearly Cu(OH)2 is a base of copper hydroxide therefore copper oxide is acts like a base because water is a neutral compound and therefore it cannot behave like acid or base. Infact all metalic oxides behave like a base and all non-metalic oxides behave like an acid. I think this is helpful for you . Thank You😮😮🎉🎉🎉🎉
