Could not really understand when he said mobile phase is weakened when we add water. If µ_water = 1.85 and µ_MeOH = 1.70, water is more polar than methanol. Wouldn't we be making mobile phase stronger by adding water, then??

He was referring to reversed phase chromatography. So making the mobile phase more polar makes it weaker because your analytes will spend more time on the stationary phase.

Because most of the time your analytes are non polar so by increasing water % means increasing polarity and anlyte will not love this composition hence now it attracts more towards stationary phase
