I am going the lean towards while Harry BEEN to SF academy & running through the motions of been a SF member, perhaps hanging around tom paris is not "really" stepping up, where Wesley not so much riding mummys Beverly but helping where needed, even evolving to better his abilities (the traveller )

I think it means sitting at active duty stations. Non-coms would be permitted while performing their duties, but not otherwise.

Because Wesley did actually do something useful, while only remedying the situation, he caused in the first place, he didn't hear the usual "Shut up Wesley".

Obviously Wesley seems annoying, however Picard always did the right thing when it came to that kid. How do I know. 20 years working in youth leadership. A good mentor is both firm when necessary and fair when necessary. Picard was very firm with Wesley especially in the first two seasons. By the episode where both are going to the Starbase together Picard let his firm guard down and opened up to Wesley first by telling Wesley why he needs the heart operation which judging by Wesley's questions after hearing the story, Wesley was very shocked to hear that this great man that he wants to impress was once a rebelious young man with no sense of duty. Then by telling Wesley to keep an open mind to things not required by Starfleet Academy. All in all Picard reluctantly became a good mentor to Wesley. I wish we'd see more of Wesley now on Picard, unfortunately it doesn't look like it's going to happen.

so, did I get this right? Starfleet academy graduates normally started out with the rank of ensign. Wesley didn't even apply for the academy yet and got promoted to acting ensign and later full ensign? He didn't even have to bother with becoming a proper crewman first? Instead he was put into a position that requires him to actually lead experienced crewmen, that have served in the fleet for years. Must be nice to have a hot mom that the captain has the hots for.

Wesley was supposed to be a child prodigy, Star Trek's own version of Doogie Howser MD, or for a more more current comparison, Young Sheldon. However the writers overdid it by having Wesley being able to do anything, and always saving the ship and crew, which I think is what turned off a lot of viewers. If they'd done a few episodes where Wesley screwed up and had to deal with the aftermath and consequences, I believe viewers would have embraced the character more, because the concept of being able to watch a Starfleet officer as he embarked upon his career was a novel one, if only they had done it right.

With the low admission numbers, Starfleet Academy has to graduate officers and not enlisted men (such as Crewmen and NCOs) who most likely just get basic training. If Wesley is on the officers track, it makes sense for him not to be a crewman first. Another good example - and a better character arc - is Nog from DS9.

Imagine some Ensigns who are fresh out of the academy and busted their asses to get on the Enterprise to work on some very low level insignificant station, dreaming of one time seeing the bridge, dreaming of being actively involved in something important and gasp when they so much as see any senior officer, let alone get to talk to them, count their blessing for even being able to work on the flagship and thoroughly believe that with hard work and determinaton they will one day make it as every officer once started small. And then they hear about that Crusher boy, who hangs out with all the senior officers, is on the bridge and in engineering daily, gets to pilot the freaking ship even in times of crisis or emergency, gets personally mentored by the First Officer and the Chief Engineer even so far as getting put in charge of research projects and put above proper ensigns, all without ever having even seen the inside of the academy. How do you think this makes those ensigns feel?

It’s only the first third of Season 1 that’s largely terrible (this is the only good episode within that bunch), then it improves for the remainder.

While Picard knowing his mother certainly helped, Wes did show intimate knowledge of nearly everything on the bridge. Had it not happened then, I assume he would have still found his way there later.
