How do you deal with supports who are always behind you and not poking or doing anything in lane? That was my major issue with low elo adc, so I just played top and got diamond.

You play according to your support's positioning. A good matchup where your support is briefly out of position is temporarily a bad matchup. A good matchup where your support is always out of position is always a bad matchup. Don't rage at them or silently sulk to yourself, accept the situation for what it is and play accordingly. The most fun way to play League of Legends is treating every setback imposed on you by your teammates as a new puzzle to solve, rather than an affront from God. Just adjust and go with the flow, always. Sometimes doing so will lead to a loss, but if you can find satisfaction in beating the puzzle rather than winning the game (AKA, maintaining the best possible performance in adverse circumstances, so instead of dying because your support is out of position, you just concede minor losses like CS instead) then you will both enjoy the game a whole lot more and also improve much faster since your mindset is now focused on beating every challenge rather than crying at the challenge. As you can see this is easier said than done, even I whine too much about people playing stupid sometimes, but the more you practice the better you will get at it.

For the first game, you can also put a trap in the middle of Taliyah ult. This way you can headshot her as soon as she arrives and I guess she also jumps down of her ult when trapped. Very specific hint 😅
