If you know how to control your car and manouvered around cops. Heat level 5 wasn't really that hard (aside from doing pursuit evasion. As escaping under time limit in this situation is annoying)

10:02 I suggest you to never do it like he did at this pursuit breaker, use break (slow motion thing) everytime because ahead of that spike strips spawn sometimes, it happened to me twice and I almost broke my laptop
