I had the same problem in my city, I Just upgraded the dirt roads into pavement alleys. I thought to myself this is the Oldtown with tight roads and crammed rowhouses. The new grids surrounding the Oldtown had proper roads.

Yeah, I'm planning on doing alleys with the oldest parts of town but wanted wider streets for the bulk of the grid.

Cant you turn off snapping to grid to upgarde 2u roads in the center of the dirt roads?

Yes I tried that but it still results in the zoning space inside the block being too small.
