The distance by which the traverse fails to close is known as the closing error. This closing error has to be adjusted (which is shown in this video), otherwise the errors will keep on accumulating and lead to inaccurate result.

Yes! After you get the corrected traverse, it has to be measured on the scale, and the correct reading can be found out.
